Usage: /r [radio chat]
Description: Used to speak with fellow San Fierro Metro Police Department members, this is commonly referred to as "Channel 2"

(/dept)epartment
Usage: /dept [department chat]
Description: Used to communicate with the other Law Enforcement Factions as well as the San Andreas Fire Department. This command is only to be used by Sergeants and above, or the highest ranking available. Do not just "chat" on it. Everyone is allowed to contact FDSA (for medic calls) if necessary.

(/m)egaphone
Usage: /m [megaphone chat]
Description: Used for making announcements outside or from your cruiser, can also be RP'd as a loudspeaker inside of a building with [loudspeaker] as a prefix

(/su)spect
Usage: /su [playerid] [crime description]
Description: Used for issuing probable cause warrants for arrest. Can only be used if you know the persons name ICly but if you are arresting them you can use the prefix [John Doe] or [Jane Doe] as well as if they were sent to the hospital you can have a prefix for [hospital records].

/sfpd
Usage: /sfpd
Description: Used to access the SFPD Equipment Menu inside the San Fierro Metro Police Department.

/mdc
Usage: /mdc
Description: Used to access a mobile data computer available inside of patrol cars to view several different types of information, primarily used for checking records of suspects.

/detain
Usage: /detain [playerid] [seat 1-3]
Description: Used for detaining suspects inside of your patrol vehicle. Make sure to role-play it.

/arrest
Usage: /arrest [500-30000] [5-30] [bail 0=off 1=on] [bail amount 1000-10000]
Example: /arrest 15000 15 0 0
Description: For arresting people at arrest points around the map. It is recommended that bail is off. If you have two suspects inside of a vehicle make sure you eject one. Cannot be used with another officer inside the vehicle.

/warrantarrest
Usage: /warrantarrest
Description: Used for suspects that have an RP Warrant for their arrest, viewable on /wants and there must be a judge active to view the people with /wants

/wanted
Usage: /wanted
Description: Lists all of the people who have probable cause warrants (stars) on them.

/cuff
Usage: /cuff [playerid]
Description: Used to cuff someone after they are tazed or after they have put their hands up. Remember to role-play cuffing them. People can be uncuffed by typing /uncuff

/tazer
Usage: /tazer
Description: Holsters and unholsters your tazer

/wants
Usage: /wants
Description: Used to see a list of people who need to be captured and put on trial, only available if Judicial is active.

/frisk
Usage: /frisk [playerid]
Description: Used to frisk a person for any illegal items. Make sure you role-play patting them down and do not power game patting them down.

/take
Usage: /take [name] [playerid]
Available names: weapons pot crack materials cellphone radio
Description: Used to take away someones weapons pot or crack. Make sure you always roleplay frisking someone and that you give them a chance to resist.

/ticket
Usage: /ticket [playerid] [500-15000] [reason]
Description: Used for ticketing people for traffic violations on a traffic stop.

Description: Used by Lieutenants and higher to address the people of San Andreas. Not to be abused

Description: Used to deliver suspects that have been sentenced in court at the Los Santos Airport

Description: Used to ram into locked houses, not to be abused.

Description: Used to show the vehicles that the selected player owns as well as their registration numbers, the model and any parking tickets it might have.

Description: Used to tow a nearby vehicle while using a towtruck

Description: Used to detach a vehicle from the towtruck

Description: Used to impound a vehicle you are towing at the San Fierro Metro Police Department Headquarters

The San Fierro Metro Police Department patrol's San Fierro as a whole. The main areas of patrol include; Angel Pines, Flint County and San Fierro. Our jurisdiction is the Border in Flint county and Los Santos, to Gant Bridge, and Red County.

The San Fierro Metro Police Department Operations (General Duties) is only permitted to involve themselves in an official capacity with Law Enforcement in the City of San Fierro. The only exception of this rule is in the case of a mutual aid request from another law enforcement agency. The Special Operations Team of the San Fierro Metro Police Department is a warrant collection service and has statewide jurisdiction (approved by the San Andreas Sheriffs Department and the Los Santos Police Department) for the sole purpose of collecting suspects that have evaded police and have an active warrant or charges on them. The Special Operations Team is required to surrender a suspect to the local authority upon request.

Welcome to the vehicles section. This is the complete fleet list for the San Fierro Metro Police Department including the vehicle restrictions that are in place for the San Fierro Metro Police Department. If you forget anything or have any questions please feel free to reference this guide before contacting Human Resources. There will also be rules mentioned in this section that you as a member of the San Fierro Metro Police Department need to follow at all times to insure that the department runs smoothly and efficiently.

Rules
All San Fierro Metro Police Department vehicles are property of the San Fierro Metro Police Department and are not to be misused or used for personal purposes at anytime for any reason. If found abusing your right as an officer to drive the San Fierro Metro Police Department vehicles can result in a write up and an Internal Affairs infraction and a possible termination from the Department. You as a member of the San Fierro Metro Police Department are allowed ONE personal vehicle in the upper parking lot. You are not at anytime to park a personal vehicle in the parking garage. If found to have a personal vehicle in the garage, your vehicle will be impounded and fined. You may also park your vehicle across the street as long as it does not impede the flow of traffic, if your vehicle is found to be impeding the flow of traffic your vehicle will be towed, impounded, and fined.

This is the San Fierro Metro Police Department tow truck, this is the primary vehicle that all San Fierro Metro Police Department Cadets will be using. This vehicle is for towing illegally parked vehicles. Any vehicle that is to be towed will follow these guidelines. Any vehicle to be towed and impound MUST have at least $2000 in tickets. If a vehicle that does not have $2000 tickets and is parked illegally or is broken down and impeding traffic will be towed off to a proper legal parking place not impounded.

The purpose of this vehicle is to enforce the parking laws in the City of San Fierro

The Chain of Command is as follows.
Cadet -> Probationary Officer -> Officer -> Detective -> Corporal -> Sergeant -> Staff Sergeant -> Lieutenant -> Captain -> Commander -> Deputy Chief of Police -> Chief of Police

General Overview
The San Fierro Metro Police Department has designated jobs and duties within the department that are available for Officers and above, as well as those jobs that are required. These jobs include: Maintaining the forum, recruitment, TeamSpeak while on duty, administration, moderation, activity, proper notification, patrol reports, database entries, and more.

Chief of Police
The Chief of Operations will oversee operations of the department as whole.

Deputy Chief
The Deputy Chief, along with the Chief of Police, will oversee operations of the department as a whole. Whenever the Chief of Police is not present, the Deputy Chief takes on the role as Chief of Police.

Commander
The Commander is the Third in command of the Police Department. He is in-charge of the Captain of Operations and Captain of Administration. His role is to make sure both Captains are doing there duties and also act as a shift-chief if the Chief and Deputy Chief are not present.


Captain
The Captain may write-up, suspend and terminate officers holding the rank of Cadet, Officers, Corporals and Sergeants. The Captain, along with the San Fierro Metro Police Department Administration, will oversee the operations of the department. The Captain will be the last part in the chain of command. The Captain will also help create new policies and procedures for the San Fierro Metro Police Department. The Captain will recommend officers to the Chief of Police and Chief of Operations that he/she feels deserves a promotion or a demotion. The Captain needs to enforce Department Policy to the highest standards. Acts as the final contact in the chain of command, unless the issue needs to advance further to the Chief of Operations or the Chief of Police. The Captain is the head of the departments divisions and has final say over everything, and if the lowest rank available as a public contact officer. Captains will also be assigned the duty of distributing badges to cadets entering the field training division if they are accepted. The Administrative Captain's primary duty is to focus on the administrative side of the department, as well as being a command staff assistant, duties include (not limited to):
- General Administrative Work
- Intra-Department Relations (with the LSPD, SADPS, SAAS, NOOSE and FBI)
- Forum Management
- Department Policy Enforcement
The Operations Captain has the sole duty of making sure that the department is running to it's full capacity (in-game) and making sure that all Directors (Lieutenants) and Assistant Directors (Sergeants) are managing their divisions. Duties include (but not limited to)
- Making sure that all divisions are running to their fullest capacity
- Addressing any issues that the Directors have with their divisions
- Managing the in-game aspect of the department

Lieutenant
The Lieutenant will have complete control over the division they are assigned to, under the command of their respective Captain. Lieutenants can write-up and suspend lower ranking officers (Cadets, Officers, Corporals and Sergeants). The Human Resources Lieutenant is the Director of the Human Resources Division and has final say on what happens within their division and is solely responsible for what happens within their division. The Emergency Response Team Lieutenant is the Director of the Emergency Response Team and has final say on what happens within their division and is solely responsible for what happens within their division. The Operations Lieutenant is the Director of Operations and has final say on what happens within their division and is solely responsible for what happens within their division.

Staff Sergeant
The Staff Sergeant has the same duties of a Sergeant, but has more power overall. A Staff Sergeant is usually the Assistant Director in a Division. The rank of Staff Sergeant will be chosen by the Chief of Police but will be recommended by the Lieutenant (who the Sergeant would be under) and the Operations Captain. The Staff Sergeant, whenever on-duty, will be the Shift Supervisor on-duty. If there are multiple Staff Sergeants, the Shift Supervisor will be the Staff Sergeant who was on-duty first. If by chance that Shift Supervisor leaves, it will go to the next Staff Sergeant who came online. Patrol Staff Sergeants will be mandatory Field Training Officers (in the respect that they will be required to take a cadet with them if one is available). Staff Sergeants will moderate the forum and keep all the forums clean. Staff Sergeants will be the assistant director of a division.


Sergeant
The Sergeant, whenever on-duty, will be the Shift Supervisor on-duty. If there are multiple Sergeants, the Shift Supervisor will be the Sergeant who was on-duty first. If by chance that Shift Supervisor leaves, it will go to the next Sergeant who came online. Patrol Sergeants will be mandatory Field Training Officers (in the respect that they will be required to take a cadet with them if one is available). Sergeants will moderate the forum and keep all the forums clean. Sergeants will be the assistant director of a division.
Sergeants may write-up Cadets, Officers and Corporals but cannot suspend or terminate. Sergeants will also enforce the Department Policy of the San Fierro Metro Police Department.

Corporal
All Corporals will follow the same duties as an Officer, but have the ability to supervise units. They have no authority to issue disciplinary action but are allowed to take proactive or correctional action. They do not recieve access to the supervisor boards or supervisor abilities with databases. They strictly supervise units immediately in the field while on duty. Corporal duties within a division, a corporal may have more duties and power over other officers within that division at the discretion of the director of the division. The rank of Corporal will only be assigned to an officer who has proven that they understand and follow the entire department policy, they provide extraordinary service to the people of San Andreas and do not lack in common sense.

Officer
All Officers will enforce the state law of San Andreas. They will provides Superior Service in the aspect of Law Enforcement. All deputies will answer all calls for service and emergencies. All Officers will continue to provide for the San Fierro Metro Police Department.

Your uniform or "skin" represents you as a Law Enforcement Officer with the San Fierro Metro Police Department and is required to be worn at all times when on active patrol in a marked patrol vehicle. Miranda warnings "Miranda Rights"

The suspect must be properly advised of their Miranda rights—namely, the Fifth Amendment right against compelled self incrimination (and, in furtherance of this right, the right to counsel while in custody). The Fifth Amendment right to counsel means that the suspect has the right to consult with an attorney before questioning begins and have an attorney present during the interrogation. The Fifth Amendment right against compelled self incrimination is the right to remain silent—the right to refuse to answer questions or to otherwise communicate information. Therefore, before any interrogation begins, the police must advise the suspect that

"They have the right to remain silent, anything they say or do can and will be used against them in a court of law, they have the right to an attorney after initial processing has been completed,
then ask them, do you understand your rights as they have been read to you?"

There is no precise language that must be used in advising a suspect of their Miranda rights. The point is that whatever language is used the substance of the rights outlined above must be communicated to the suspect.

The Use of Force Model is a mechanism for use in understanding the dynamics of the use of force. Its implied principles must be transmitted from the classroom to the street. The Use of Force Model provides an additional degree of clarity and focus to this critical topic of contemporary law enforcement. Remember, implementation of the Use of Force Model is your responsibility.

Force Level 1: Officer Presence
- Just an officer being on scene is a form of the force continuum. You present yourself as a uniformed officer to people you meet, it can be counted as a used of force to people around you. Just seeing you with your uniform, badge, and utility belt can make people back away.

Force Level 2: Verbal Communication
- Verbal communication is key when dealing with situations. Police officers must train all the time on their communication. If you can't communicate with people, then there's an issue. Communication techniques can be used to lower the situation down, and can be treated as an act of force.

Force Level 3: Control Techniques
- Control techniques do not involve any type of tools or weapons. It's simply using a "stance" and "steering" people. If you present yourself as a threat by the way you stand, and the way you move your hands, it will most likely lesson the opposing threat.

Force Level 4: Physical Force
- Physical force, again, does not involve any type of weapons. It has to do with using your hands and getting physical with a suspect. If they have nothing on them, no weapons, and are "normal" size or smaller than you are, you should be able to use your hands and physical force to apprehend the suspect without using any type of tools or weapons.

Force Level 5: Impact Tools
- Impact tools are your taser, OC (pepper) spray and your nitestick (baton). These are weapons not meant to cause the person to become deceased, but to stop a resister. A taser is a 50,000 volt weapon that releases 19 pulses per second into a body of a human being. There is a 5-8 second burst when the trigger is pulled. OC Spray is used to stop a resister by stopping their ability to see and focus correctly. OC Spray affects ones sight, breathing and skin by irritation. A nitestick is very handy and should be used to affect a suspects leg to knock them down during their aggression.

Force Level 6: Lethal Force
- Lethal force is the use of your side-arm. It's only to be used during situations where one is outnumbered, one has a firearm, or a suspect is coming at police officer while the officer is almost unconscious and the suspect may go for their firearm.

MPS Duties

Welcome to the MPS Duties section. Here you will find useful information about patrolling in an MPS Unit, or more commonly known as a Tow Truck.

Your job while on MPS Duty is to clean up the streets of San Fierro and to learn the streets and surroundings. While on MPS duty you are to never respond to anything. If you see a vehicle that is broken down, either in the middle of the street or on some grass/dirt, you are to move it out of the way so its not illegally on the road. Usually if a car is broken down its not there because it wants to be.

If you see a vehicle that is not damaged in any way, your job is to move it out of the road (or where ever it is illegally parked) and ticket the vehicle. If a vehicle has 2 tickets on it then you are to impound the vehicle. A little confusion that I will clear up now is that, if a vehicle has a ticket already on it and then you place another ticket on it; that is counted as 2 tickets and you may impound the vehicle.
