1.1 - Department Purpose and Core Values


Goal and Purpose : "To Serve and Protect."

Core values :

1.2 - Department Objectives


1. Reverence for the Law
The main thrust of a peace officer's duties consist of an attempt to enforce the law. In our application of the law, we must do it within a legal spirit which was so clearly set forth by the framers of the Bill of Rights, an original part of our Constitution. That bill had as its purpose elevating the rights of each citizen to a position co-equal with the state which might accuse him. Its purpose was to provide for an enforcement of the law with fundamental fairness and equity. Because of the Bill of Rights, the dignity of the individual person in America was placed in an almost sacred position of importance.A peace officer’s enforcement should not be done in grudging adherence to the legal rights of the accused, but in a sincere spirit of seeking that every accused person is given all his rights as far as it is within the powers of the police.In the discharge of our enforcement of criminal statutes, the peace officer must scrupulously avoid any conduct which would make him a violator of the law. The solution of a crime, or the arrest of a lawbreaker, can never justify the peace officer committing a felony as an expedient for the enforcement of the law.We peace officers should do our utmost to foster a reverence for the law. We can best start by displaying a reverence for the legal rights of our fellow citizens and a reverence for the law itself.


2. Crime Prevention Top Priority
The basic mission for which the police exists is to prevent crime and disorder as an alternative to repression by military force and severity of legal punishment. When the police fails to prevent crime, it becomes important to apprehend the person responsible for the crime and gather all evidence that might be used in a subsequent trial.


3. Public Approbation of Police
The ability of the police to perform their duties are dependent on public approval of police existence, actions, behavior, and the ability of the police to secure and maintain public respect.


4. Voluntary Law Observance
The police must secure the willing cooperation of the public in voluntary observance of the law to be able to secure and maintain the respect and approval of the public.


5. Public Cooperation
The degree of public cooperation that can be secured diminishes, proportionately, the necessity for the use of physical force and compulsion in achieving police objectives.


6. Impartial Friendly Enforcement
The police seeks and preserve public favor, not by catering to public opinion, but by constantly demonstrating absolutely impartial service to the law without regard to the justice or injustice of the substance of individual laws; by readily offering individual service and friendship to all members of society without regard to their race or social standing; by the ready exercise of courtesy and friendly good humor; and by readily offering individual sacrifice in protecting and preserving life.

7. Minimum Use of Force
The police should use physical force to the extent necessary to secure observance of the law or to restore order when the exercise of persuasion, advice, and warning is found to be insufficient to achieve police objectives; and police should use only the reasonable amount of physical force which is necessary on any particular occasion for achieving a police objective.

8. Public Are the Police
The police should maintain a relationship with the public that gives reality to the historical tradition that the police are the public and that the public are the police; the police are the only members of the public who are paid to give full-time attention to duties which are incumbent on every citizen in the interest of community welfare.


9. Limit of Police Power
The police should always direct their actions strictly toward their functions and never appear to usurp the powers of the judiciary by avenging individuals or the state, or authoritatively judging guilt or punishing the guilty.


10. Test of Police Effectiveness
The test of police effectiveness is the absence of crime and the presence of public order. It is not the evidence of police action in dealing with crime and disorder.


11. People Working with Police
The task of crime prevention cannot be accomplished by the police alone. This task necessarily requires the willing cooperation of both the police and the public working together toward a common goal.


12. Managers Working with Police
Only line police officers perform the tasks for which police were created. They are the operating professionals. Supervisors and managers exist to define problems, to establish objectives, and to assist line police officers in the accomplishment of the police mission.The evaluation of a manager should be based on the improvement and excellence of his subordinates in the achievement of organizational goals. The life’s blood of good management is a thoroughly systematic, two-way circulation of information, feelings, and perceptions throughout the organization.


13. Police Working with Police
For many reasons, some specialization of work is necessary. Specialization should be created only when vitally necessary. When specialization is created, organization should be adjusted to ensure that the specialists and generalists who serve the same citizens work closely together on the common problems in as informal an organizational structure as possible. This will tends to ensure a unity of effort, resources, and the effective service to a common goal.


14. Police Work with Criminal Justice System
It must be recognized that the police and the people alone cannot successfully resolve the problems of crime. The criminal justice system as a whole, in order to properly serve the public, must operate as a total system with all its various elements working together. The close cooperation of the police with prosecutors, courts, and correctional officers are necessary to ensure the development of a safer community.


15. Police/Press Relationships
One of the first and most fundamental considerations of this nation’s founders in drafting the Bill of Rights was to provide for a free press as an essential element of the First Amendment to the Constitution. They recognized that a well-informed citizenry is vital to the effective functioning of a democracy. Police operations profoundly affect the public and therefore arouse substantial public interest. Likewise, public interest and public cooperation bear significantly on the successful accomplishment of any police mission. The police should make every reasonable effort to serve the needs of the media in informing the public about crime and other police problems. This should be done with an attitude of openness and frankness whenever possible. The media should have access to personnel, at the lowest level in a Department, who are fully informed about the subject of a press inquiry. The media should be told all that can be told that will not impinge on a person’s right to a fair trail, seriously impede a criminal investigation, imperil a human life, or seriously endanger the security of the people. In such cases, the minimum information should be given which will not impinge on the four areas and we should merely state that nothing more can be said.In all other matters in our relationship with the media in dealing with current news, every member of the Department should make every reasonable effort consistent with accomplishing the police task in providing the media representatives with full and accurate material.


16. Management by Objectives
In order to effectively deal with the most important problems, objectives must be established. The establishment of objectives and the means used to ensure that they are reached must include the participation of those involved in the task. The setting of an objective has very little meaning without the participation of those involved.


17. Management by Participation
Since employees are greatly influenced by decisions that are made and objectives that are established, it is important for them to be able to provide input into the methods utilized to reach these decisions. Employees should be encouraged to make recommendations which might lead to an improvement in the delivery of police service and assist in the furtherance of the Department meeting its objective.*


18. Territorial Imperative
Police work is one of the most personal of all personal services. It deals with human beings in life and death situations. The police officers and the people they serve must be as close as possible, and where possible must know one another. Such closeness can generate the police-citizen cooperation necessary for the involvement of the whole community in community protection. Organization of assignments should ensure that the police and the same citizens have an opportunity to continuously work for the protection of a specific community. Strength through interacting together and working together on common problems can be enhanced through officers and the people feeling at home with one another in an atmosphere of mutual cooperation. This may be described as a utilization of the "Territorial Imperative." employees are greatly influenced by decisions that are made and objectives that are established, it is important for them to be able to provide input into the methods utilized to reach these decisions. 19. Openness and Honesty
For police-public cooperation, there must be respect of the police by the public. This is best ensured by optimum openness of the Department in its operations. A general feeling and reality of openness must pervade the police organization. Above all, the police officer must be consistently open, honest, and trustful in all matters. A combination of honesty and openness will effectively develop respect in the community for the police and make it possible for citizens to come to them with problems and information. Where this trust does not exist because of a lack of honesty or openness, the channels of communication between the police and the public are clogged and the police must desperately struggle on alone.


1.3 - Commands


Lockers /lspd
The locker room is an important part of the LSPD, as you will get your uniform and weapons here.

Radio (/r)adio
This radio is used to talk to other LSPD officers. It must be used ICly, although OOC can be used for quick questions, not for chatting OOCly, as long as you use OOC brackets. If you want to chat OOCly, use /pr.

Department Radio (/d)epartment
This radio is used to talk with all other Government departments and should not be abused. You must not use it unless it's a dire emergency if you are not a Sergeant or above. Do not use OOC.

Gate Control /gate
The gate is an extremely common day use for all. This will operate both the garage and parking area gates.

Megaphone (/m)egaphone
This is an extremely useful tool that will alert anybody within a large area. It is used to tell cars to pull over in chases, or give way if your sirens are active.

Wanted List /wanted
This will display a list of anybody who has had a crime added to them in the database.

Adding Charges (/su)spect
This is the most useful command in the Police Department as it adds a crime to a suspect (a "star") so that you may arrest them. Never metagame or powergame anybody with this command.
Note: Fingerprint scanning is Non-RP as not everybody has their fingerprint recorded. DNA testing is powergame unless the suspect "died" during the chase and went to hospital (although RPly you could get their ID from them while they are incapacitated).

Ticketing /ticket
Tickets are similar to a crime, however it won't show on their permanant record. These should be issued to low level crimes such as trespassing. They should never surpass $4000, arrest them instead.

Arresting /arrest & /docarrest
This can be used after you have added charges to a suspect, it will arrest whoever is wanted and closest to you. If you don't want to add up all their punishments, give them $2000 and 2 minutes per star if crimes are below three, and $3000 with 3 minutes if higher. If at San Fierro you can use /docarrest at the Correctional Facility.
Lower the punishment if they've been compliant, or are level 1.

Frisking /frisk
This will search a person for any illegal items they are carrying. You can also RPly locate other things such as their identification.

Cuffing /cuff
This will place cuffs on the suspect as long as their hands are up or they're tazed. If they are tazed you are not required to RP the cuffs, as they may have time to run away before you have them on - although it is preferred.
They can not move around while cuffed and you can detain them, but that doesn't mean they can not resist you.

Uncuffing /uncuff
Uncuffing suspects may be useful in situations, but if you're uncuffing them for OOC purposes make sure they will RP with you rather than flee. Take their weapons beforehand, if you must.

Detaining /detain
Detaining is a necessary step to arrest a suspect. To properly detain somebody you must RPly open a back door and grab their arm to escort them to the car. Give them a chance to resist you with /me's and /do's.

Calling for Backup /backup
This command will alert all Law Enforcement Officers of your current location and, if they are close enough, display a beacon on their GPS.

Cancelling Backup /nobackup
If you no longer require backup use this command to remove the beacon from anybody nearby.

Displaying your badge /badge
This will put on, or put away, your badge; causing your name to swap between blue and white. It should be on while patrolling.

Showing your Badge /showbadge
This will show your badge to anybody who needs to see it. This is a great way to tell if somebody is working for a Law Enforcement Agency or not.

Radargun /radargun
This command will give you a "camera" which, when used, will give you the current speed and registration number of the car that is targeted.

Siren /siren
This command activates a siren on the car you are driving by attaching sirens to you. Once you get out of the car it will automatically disable itself.

Destroying cannabis /destroyplant
This command will allow you to destroy cannabis before it has been grown or harvested. It will destroy the one closest to you.

Civilian vehicles /vcheck, /vmdc, /vticket
These three commands allow you to check a vehicles registration, giving you a list of unpaid tickets, car type, and the owner's name. Once you have the vehicle ID you can place a ticket on it, which automatically costs $1000.

Towing vehicles /tow
This command will attach a vehicle to the back of your tow truck. If you keep it attached and get into a different car, it will cause issues so make sure that you get rid of the vehicle first. You should line up first before towing, so that it does not end up inside a building.

Detaching vehicles /untow
This command will detach a vehicle that you have in tow. You should do this when getting out of the tow truck, but make sure you leave the vehicle in a legal parking location.

Impounding vehicles /impound
This command will impound a vehicle when used outside the LSPD garage and send it to the Dillimore DMV. This should only be used once a vehicle has three unpaid tickets on it, as it costs a lot of money to get it back out.

Releasing vehicles /dmvrelease
This command will release a vehicle from the Dillimore DMV when used at the DMV, free of charge. This should only be done if a vehicle was impounded incorrectly.

Searching a vehicle /searchcar & /checktruck
These two commands are used to check the trunk of a car or truck for any illegal items. They are much the same, except you check trucks that are delivering products into Los Santos and only search cars if you have a good reason to be suspicious.

Deploying /deploy(spikes/cone/flare)
This command will either lay a set of road spikes, destroying a cars wheels; a cone, to alert people not to pass or to make a detour and follow them; or a flare, that allows people to easily see a certain thing - useful for a pickup. Do not leave them unattended.
Sergeants and above only.

Revoking license /revokedl
This command will allow you to revoke a persons drivers license, disallowing them from driving. It is important to check if somebody has their license or not when pulled over. It should not be done lightly and a good reason given.
Sergeants and above only.

Destroying /destroy(spikes/cone/flare)
This command is the opposite of deploy, allowing you to remove them instead. You can check the existing objects and it's ID, which you must delete it by, with /spikestrip, /cones, or /flares.
Sergeants and above only.

Deploying Barricades /deploycade
This will setup a large blockade that will stop any vehicle dead in its tracks. This is useful to prevent access to certain areas. Do not leave barricades unattended.
Sergeants and above only.

Removing Barricades /destroycade
This will remove any nearby barricades, but you must be closeby to do so.
Sergeants and above only.

Government announcement (/gov)ernment
This command will cause a large announcement to be broadcasted to everybody, it should never be abused as it's not only for legal factions to see.
Captain and above only.


2.1 - Jurisdiction Lines


The Los Santos Police Department is a local law enforcement agency that ensures that the entire unity of Los Santos is protected and served under the San Andreas Constitution. We are paid to patrol and provide police service to the City of Los Santos. There are other agencies that are paid to do the same in other areas such as the San Fierro Police Department, and therefore boundaries must be set for us to patrol.

With that being said, our jurisdiction lines go to the beginning of Flint and Red Country. Officers may leave their jurisdiction if responding to an emergency situation, or for other lawful reasons in the course of their duty, such as a pursuit.


2.2 - Vehicles


The garage for the Los Santos Police Department has many different kinds of vehicles parked inside it, this section will inform you about most of those vehicles as well as rules concerning them. It is extremely important that after patrolling you park your car into the appropriate parking space, disable the lights and engine, and ensure that the fuel thank is at least 50% full.

Many people feel that since they are an officer that can park their vehicle wherever they like inside the garage or just outside, this belief is incorrect. Cadets and Officers must park their vehicle in the Courthouse Parking Garage, even if it is a LSPD Cruiser. If you are a Corporal or above, or you are a member of SRU, you may park your vehicle in the parking lot outside the garage. Anybody who parks their car inappropriately will have it ticketed and impounded.
While your car is not in use, you must store it (( /vstorage ))!

LSPD Cruiser.
The standard patrol vehicle of the Los Santos Police Department. It may be driven at any rank, however Cadets must be supervised at all times.

SAPD Motorcycle
A highly maneuverable vehicle that is able to move at high speeds through any terrain. It may be used by Corporals as long as sufficient safety gear is worn.
- Great for tailing a suspects vehicle to keep units updated.

SAPD Rancher
A sturdy vehicle with decent speed, the Rancher is great for off-road chases. It may be used by Sergeants.
- Great for P.I.T. maneuvers. (( lagslamming ))

SAPD Maverick (Polair)
The Maverick is an extremely useful in pursuits to keep an eye on suspects. Keeping up with fast vehicles easily, it is not able to stop them meaning it may only be used to give locations or transporting officers to other locations easily. Corporals and up may use the chopper at any time while officers need permission from a supervisor to use them.


MPS Towtruck
The towtruck, often just referred to as MPS, is an important vehicle within the department that can be used by anybody at anytime. While using it you are permitted to ticket and impound vehicles, as long as procedure is followed.

SRU Enforcer
The Enforcer is a big heavy armoured vehicle that is mostly used for transporting dangerous criminals or VIPs. In bomb threat situations it is called out to transport the bomb if it can't be disarmed in time.

2.4 - Communications


All members of the Los Santos Police Department are issued a double frequency radio with a department ((/r)) radio which is used to communicate with other LSPD Officers and the cross-department ((/d)) radio which allows communication with all Government agencies in Los Santos. This should only be used with permission from a Sergeant, however the highest ranking officer on-duty is permitted to respond to other departments if command staff are unable.

Status Codes:
Code 0: Game crashed
Code 1: Routine response (Deal with your current situations, then respond. No siren.)
Code 2: Urgent response (Drop what you are doing. Siren.)
Code 3: Emergency Response (All units respond.)
Code 4: No further assistance required
Code 7: Mealtime
Code 10: Bomb threat
Code 33: Radio silence, unless relevant

3.1 - What is the MDC?


The Mobile Data Computer is a laptop and tool designated inside any LEO vehicle. When started up ((/mdc)) while in your vehicle, you should see a screen like:


This screen provides you with the following:
- Find LEO (Allows you to find certain LEO's in San Andreas.
- Civilian Information (Allows you to check warrants, licenses)

- Law Enforcement Agencies (Allows you to view all on-duty members of the factions.
- SMS (Allows you to SMS people without using a cell phone)



3.2 - Be on the look out


When creating a BOLO (be on the look out) you must click on the "Civilian Information" section of the MDC. It will bring up the screen that was shown above. In here you must click on "Create BOLO" and it will give you an area to choose a specific slot. Choose slot 1 for example and double click it. Then add the following information necessary to the BOLO.BOLO 1: Black Infernus, two suspect inside; fully equipped with NOS.


3.3 Warrant Creations


If you would like to place a warrant out on someone, you must click on "Civilian Information" on the main menu of the MDC. It should bring up a menu that looks similar to this to the BOLOs but it says "Warrants" and "Create Warrant."On this page, you must click on "Create Warrant" where it brings up a menu in which you need to fill out. When you're on the issue section, you must click a slot number in which you want to place the warrant in. Then you may type out the details of the warrant and what you want the warrant to be added for. Here's a quick example:Warrant 1: Suspect James Smith, IC2, wanted for Attempted Murder of a LEO.


4.1 - Chain of Command & Uniforms


When you are a member of the Los Santos Police Department you must remember CPR at all times if you want any hope of going far.


Cadet



If you are a Cadet, you are in your position for one reason, to obtain a better understanding of how the Los Santos Police Department works. If somebody is a higher rank than you and tells you something, you had better do it. As a Cadet you may feel like you know everything there is to know. Trust us, you don't.
Keep in mind, once you screw around at any rank then chances are you will be terminated. Respect everyone, no matter what their rank is.

Officer



As a Officer you are now a true member of the LSPD. You passed your test and are now permitted to patrol alone, although it is preferred you do not.

Corporal



As a Corporal you are a trusted and valuable member of the LSPD. You are in a position of higher responsibility and must set a good example for everyone.

Sergeant



As a Sergeant you are now entrusted to supervise a certain timezone in a division. If you are lucky you may even become the Second of Command for that division (Assistant Director).

Lieutenant



As a Lieutenant you are now in charge of an entire division and must ensure everybody does their duties correctly, especially the Sergeants.

Captain



As a Captain you will Supervise multiple divisions and ensure that the Lieutenants and Sergeants are doing their job.
The Administrative Captain is a part of the Department Administration, the role of this position is to ensure the forums are running smoothly and disciplinary actions are dealt with.
The Operations Captain is the Supervisor of all the divisions. The role of this position is to ensure that everybody is doing their job in-game and that nobody is messing around.

Chief & Deputy Chief



As a Chief and/or Deputy Chief you run the entire department, with the aid of your Captains and Lieutenants, you keep it all running smoothly.

Other

These skins are restricted depending on your current duty. When riding a motorcycle you must wear the biker uniform. As a member of SWAT you will often wear the SWAT uniform.



5.1 - Miranda Rights


The Miranda Rights are a warning that is required to be given to detained criminals by a Law Enforcement Officer before they are interrogated to inform them about their constitutional rights. This is the rights as spoken by members of the Los Santos Police Department.

"You have the right to remain silent. Anything you do or say can and will be used against you in the court of law. You have the right to an attorney after initial processing has been completed. Do you understand these rights as I have read them?"

If the Miranda Rights are not read to someone whom has been detained or arrested, the arrest is considered void and will not be completed in the court of law. The subject may be released at once if the rights were not read.


5.2 - The Force Matrix


In layman's terms, the force matrix is a tool police officers use to determine the amount of force to use in a situation.

Force Level 1 (blue)
- Suspect may be verbally aggressive.
- Suspect may be showing aggression in his tone of speaking.
- Suspect may be taunting you, or using foul languages.

* Your actions
At this point in time you are to issue verbal warnings or gestures to calm them down. No physical contact may occur.


Force Level 2 (green)
- Suspect may have committed a crime.
- Suspect may be disobeying orders from a LEO.
- Suspect is hinting violent actions.
- Suspect is making aggressive movements or gestures.
- Suspect may be preparing for physical contact.
- Suspect may be increasingly aggressive.
- Suspect is showing disrespect.

* Your actions
At this point in time you may not use secondary equipment. Call a Code 2 and move to a hands on approach of attempting to escort the person away from the situation or potential victims using voice commands and light gestures.


Force Level 3 (yellow)
- Suspect has committed a crime.
- Suspect may be making physical contact.
- Suspect may be using a non-lethal weapon.
- Suspect may be threatening lives.
- Suspect may be involved in a physical fight.

* Your actions
At this time you may use a tazer, pepperspray or a nightstick to detain them. Call a Code 3 backup if necessary. Do not withdraw a firearm.


Force Level 4 (orange)
- Suspect has or is committing a felony.
- Suspect is brandishing a firearm.
- Suspect may be actively aiming.
- Suspect may have vehically assaulted you.
- Suspect has placed lives in danger.
- Suspect may have seriously assaulted somebody.

* Your actions
At this time the suspect is threatening to end a human life. You may unholster and aim a firearm on the suspect. Do not fire unless the force reaches 5. Do not tazer the suspect if they are actively firing upon you.
You may warn them to put away or drop their firearm, if they do not comply after the fifth warning you may use your own judgment.


Force Level 5 (red)
- Suspect has or is committing a serious felony.
- Suspect is in the act of seriously assaulting someone.
- Suspect has a firearm and is aiming it.
- Suspect may be firing at you or civilians.
- Suspect may be in a vehicle attempting to hit you or civilians.
- Suspect may be fleeing after three warnings were issued.
- Suspect may have a hostage.

* Your actions
At this point you may open fire at the suspect and shoot to kill. Attempt to avoid such a situation if possible. If the suspect is attempting to escape in a vehicle, attempt to shoot out their tires - if you miss and the car begins to smoke you must cease fire and attempt P.I.T. maneuvers only. It is suggested that you call a Code 3 backup.

6.1 - Station Duty


Whilst on Station Duty your one and only role is to stand behind the restraining wall and monitor everyone entering and leaving the Los Santos Police Department Lobby. It is your sole responsibility to keep the station orderly and anyone that is inside under control. If somebody enters the lobby and begins loitering or you believe they may be there just to disrespect you, you’re fellow officers and or any civilian inside the premises you may politely ask them to leave. If this fails and they don’t leave after several warnings you may call for assistance over the radio (/r).

If anybody requests for the recruitment process, refer them to FTO staff (or the applications on the NGG Forums for anyone who wishes to join).


Lawyers
Whenever a person who identifies himself as a Lawyer enters the Police Department Lobby requesting to see a client you are too kindly inform them that the Los Santos Police Department does not hold prisoners on their premises anymore and then proceed to tell them that all prisoners are housed at the Department of Corrections in Easter Bay, San Fierro. If you find the lawyer after being informed about the prisoners begins to loiter, be disrespectful or begin to show signs of aggression you may order them to leave the premises immediately. If they refuse after several warnings you then call for assistance over the radio (/r).


6.2 - Metro Parking Services


While patrolling in a MPS Tow-truck there is a high likelihood that pedestrians will ask you for help with a multitude of things. Simply explain to them that you are on MPS duty and are not permitted to leave your vehicle to take on any additional tasks. If a situation seems serious request for a unit to come to your position over the radio. Remember, as with patrolling, if you are caught doing a side job you will be punished depending on the circumstances.

Cadets will often be driving around in tow-trucks so that they can get driving experience, learn their way around Los Santos, and hopefully get experience as a Police Officer - as an officer on MPS Duty, it is your job to maintain the streets. You will often find many disabled or illegally parked vehicles around Los Santos and it is your job to move them, ticket them, or impound them. It is important that you keep an eye open and search areas like Ganton Gym or Pay n Spray's for cars, and even more important to search for any abandoned LSPD vehicles.

When you find a vehicle take notice of its condition, if a car is totalled then it likely isn't parked in its location by choice so just move it to the side of the road and leave it as it is; however if you find a perfectly healthy car or a car that is partially damaged parked illegally then move it to the side of the road and ticket it. Any vehicle with 2 outstanding tickets is to be impounded.


6.3 - Patrolling


When you patrol, you will do nothing else but patrol. If anybody is caught doing their job incorrectly or unprofessionally they will receive disciplinary action. While a Cadet, disobeying the orders of supervisors will likely result in your removal from the LSPD. If you are planning to go offline (10-10) or go on a break (code 7) then you must report it over the radio; only Officers and above can go off-duty with a proper reason.
When responding to a 911 call you must go straight to the location of the call, do not wait until you rally up a group of officers. If you feel that you will require assitance than request additional units over the radio.

Important Notice: Cadets Cannot Patrol Alone - if you get caught patrolling alone you will be fired.


6.4 - Arresting


All arrests start with a suspect committing a crime or if the suspect is reported to the LSPD with outstanding warrants it is you duty as an LSPD officer to arrest the perpetrator. All arrests start with the officer instructing the suspect to place his hands up in the air. If the suspect does not comply or attempts to run you are permitted to taze the suspect. When the suspect either has their hands up or is tazed you are then to cuff them (/cuff).

The first step is to read the suspect their Miranda Rights, this is a very important step to the arresting procedure, to ensure the suspect is aware of their rights of course. If the suspect answers no
or questions the rights, do your best to explain and define the segment they are unable to understand. Next, put on some non latex gloves, and frisk the suspect down (out of the cruiser) for any illegal narcotics or items such as firearms they might poses. The next step if to take the firearms, narcotics or items off the suspect, before detaining them in the cruiser. Ensure you aren't however taking items which are legal (Materials, -11g Pot, Cellphone, Radio, ect). After taking the items and placing them in the evidence bag, state all the suspects charged they have accumulated, then detain them, in the REAR seat of the unit, never detain a suspect in the front seat(s) of any vehicle. After fastening their seatbelt and locking the door, drive to either the Easter Basin Correction Facility or the LSPD HQ, depending on how many charges they currently have active. Once at the facility, open your MDC, obtain the suspects name, bring up their profile, and add the required warrants. After this process has been completed, the suspect is ready to be processed and arrested.

Note that if the suspect has a criminal record then their fingerprints are in the database. Unless they haven't got any fingers or they're a clone, then there is no question they are listed in the MDC.

((Maximum Punishments:

   Level 1 to Level 3: $20,000 fine and 30 minutes sentence.¹
   Level 3 to Level 7: $75,000 fine and 90 minutes sentence.²
   Above Level 7: $200,000 and 120 minutes sentence.



No Level 7+ player shall receive the maximum punishment of $200,000 fine and 120 minutes sentence unless one or more of the following crimes has been committed:

   Attempted Murder of a Government Official (Law Enforcement Officer, Medic, Government Employee and Military Personnel)
   Kidnapping of a Government Official (Law Enforcement Officer, Medic, Government Employee and Military Personnel)
   Felony Evasion of a Law Enforcement Officer (LSPD, SFPD, DPS, FBI, SAAS, NOOSE)
   Sexual Exploitation & Sexual Assault by Intercourse (rape)
   Charged under the RICO Act (gang members)
   Trespassing on Militarized Government Property (SAAS and NOOSE Bases)³
   Acts of Treason against the State (San Andreas Government)
   Acts of Terrorism against the State (San Andreas Government)



1: Violation will result in a faction ban no less than 14 days from all factions.
2: Violation will result in a faction ban for one week from the faction in which the abuse occurred.
3: This is defined within the gated perimeter of the base and only valid if they entered the zone on their own free will.))

6.5 - Ticketing


Majority of the ticket procedures revolve around someone committing a traffic violation so this section of the handbook is specifically on this. This guide should be altered to fit your situation. If you witness a traffic rule being broken first you must alert the suspect to your presence. This is done by turning on the sirens and giving the suspect a verbal warning to pull over on the megaphone (/m). Assuming the suspect has complied with the warning and immediately pulled over, you are then to ask them to turn the engine off and step out of the vehicle.

Once the instruction is followed you are to ensure that the suspect is informed on what offense he/she has committed. If the suspect is not informed on why it is he has been pulled over you cannot ticket him. After they completely understand why they have been pulled over you may then proceed to gather the perpetrators name. This is done by either matching their picture on the mdc (/mdc) with the name they gave you or by an id of some kind.

If they lie about their name arrest them immediately for failing to comply but if their name checks out proceed to do a warrants check on their name. (( RP it, but use /wanted for a list of wanted people. )) If they turn out to be wanted arrest them immediately, if not proceed to ticket them. (( Ensure you do it RPly and then /ticket them. )) If it turns out they cannot pay the ticket or they refuse to do so arrest them if not let the go on their way.


6.6 - Detaining


Once you have cuffed your suspect and read their Miranda Rights, it is necessary to detain them into your cruiser. If you have entered any other car since cuffing them, get into the cruiser first before doing so - unless you want them to end up in a car miles away. When you are ready to move them into your cruiser you must roleplay the situation appropriately unless you wish to be punished. Open the door closest to them and ask them to move towards the vehicle, place your hand on their arm and escort them, if they do not resist you may detain them. Remember that you should not detain anybody to the front passenger seat, as it is not roleplay; you must instead detain them in the back left (2) or right (3) seats. If you have not yet given them their Miranda Rights, speak them now and you can question them.




6.7 - Off Duty and On Duty


There has been a wide variety of going off duty in the Los Santos Police Department. Everyone applied to the police department to "work" not to go off duty twenty-four seven whenever they feel like it. Please read below to find out the current rules on going off and on duty.Cadets must be on duty all the time. The only time they're allowed to be off duty is when they clock out at night. (( log off. )) Everyone else within the Los Santos Police Department must be ON DUTY at all times unless given permission by a Captain of above. The rule of going off duty as a Officer or above has been abolished. If anyone is caught going off duty, they may receive disciplinary action.So please, just stay on duty unless it's really needed that you go off.


6.8 - Legal Terms and Information


These offensives are to serve as a guideline. You will not be punished for not doing the exact specification. There are also other crimes that may not be listed on this guide.
The orange line represents the ticket price of a crime, if unlisted then it is not a misdemeanor.
The red line represents the punishment if a ticket is not paid, not an option or not the choice made by the officer handing out the punishment.

Vehicle Offences

Illegal parking: Parking your vehicle on the road, footpath, or somewhere else that is obviously not a parking area.

7.1 - Field Training Operations


The training and recruitment division, known as FTO, is ran under the supervision of the Captain of Operations, led by a Lieutenant and then timezones are supervised by its Sergeants. This division consists of Corporals and Officers who are doing the job of reviewing applications and taking applicants on their training run to become Cadets and get into the department itself. Without these fine members, we would have no staff. This division has a staff limit.


7.2 - Internal Affairs


The Internal Affairs Bureau of the Los Santos Police Department is in charge of weeding out the corruption in the department. They have the ability to demote and fire those who are breaking central rules in the department and can give suspensions or other punishments if required. They are responsible for receiving and investigating complaints of misconduct.


7.3 - Special Weapons and Tactics


The Special Weapons and Tactics squad deal with Hostage situations, bank robberies, bomb threats, high risk situations, and anything of that is extremely dangerous towards the populace of the City, they will answer the call and save the day. SWAT is the muscle of the department, they hold the most skilled officers in the force to fight against the major crimes going in within the City of Los Santos.
